You should build them before you come to the pack meeting. Remember that you add water to the bottle before you launch it. 

Gunpowder is legal, but substances or instruments to ignite it are not. ; )

Sorry about the delay; I thought the instructions were already sent.

Here's a link to a clear presentation of how to build one of the two-liter
bottle rockets:

Just copy the address and paste it into the address line of your internet
program. When you've pasted it there, hit return. It will ask you if you
want to open or save the program (or cancel). Open or save, then open, and
follow the steps. Be sure to decorate it with your Den's number.

IMPORTANT SAFETY NOTE!! I have read at several sites that you should not use
green bottle, since they rupture more easily than the clear ones.

I have already started the contruction of two launchpads for the pack
meeting. Good luck.
